OPM lists both MHBP Value and Consumer FEHB options as ending after 2026. Its table names MHBP Standard as the default for 2027 unless you enroll in another plan during Open Season. That public rule does not confirm your personal enrollment.
Updated October 22, 2026
This guide covers the FEHB change checked October 22, 2026. OPM lists Value codes 414, 416 and 415, and Consumer codes 481, 483 and 482. The destination Standard codes are 454, 456 and 455. Ask your enrollment office to confirm your option, coverage tier and new code. Postal Service Health Benefits (PSHB), Medicare Advantage and other programs need separate rules.
OPM’s Table A5 says members in these ending options move to the listed Standard option unless they enroll in another plan during Open Season. OPM and MHBP list November 9 to December 14, 2026, for Open Season. Use the official enrollment route below and your agency benefits office, or the appropriate retirement enrollment channel. Ask about the applicable deadline, effective date and how to keep confirmation. Helen has not submitted an election or confirmed that a move happened.
The 2026 Value and Consumer brochures explain those exact options for that year. They do not establish Standard benefits for 2027. An old card, a prior copay or the default-move notice does not confirm a future price, network or approved service. For a visit, prescription or claim, ask which option and year’s rules apply.
Before choosing, ask for the exact 2027 brochure and benefit changes. Ask: Is my doctor and facility in this option’s exact network? How is each medicine covered? Will a current approval, ongoing treatment or scheduled service need a new review? What are the premium, deductible and separate charges? Get plan-specific answers. Helen has not verified a provider match, future cost or continued authorization.
Consumer’s 2026 brochure has separate HSA and HRA rules. Ask the plan and account administrator: Which account do I have? What happens to existing funds, future plan contributions and access after a plan change? Are there contribution or tax questions I should review with a qualified adviser? This guide does not decide account eligibility, balances, tax treatment or an individual account outcome.
The official 2026 brochures list Value customer service at 800-410-7778 and Consumer at 800-694-9901; both list TTY 711. You can also use the number on your current card. For the 2027 enrollment record and effective date, use your authorized enrollment channel. Ask for written confirmation of the option, coverage tier, code and effective date, then check the confirmation against the choice you intended.
